Illinois’ stopgap budget is about a billion dollars larger than the Democratic plan lawmakers voted down in May. But Governor Bruce Rauner insists the stopgap plan is a better deal. The governor’s office late last week issued a series of budget highlights that Rauner says show the stopgap deal is better despite the costs. Most importantly the governor says his stopgap plan doesn’t bail-out Chicago and set the table for a tax increase.
