Newly reelected Illinois House Speaker Michael Madigan is promising a budget agenda with what he calls “aggressive economic reforms” that “don’t hurt the middle-class.” In an op-ed in the “State Journal-Register,” Madigan proposes cutting the corporate income tax by 50-percent, restructuring the taxes on small and medium businesses, raising the minimum wage and imposing a tax on millionaires. Governor Rauner calls the idea a “positive step,” though Madigan’s proposals don’t appear to coincide with the specific reforms Rauner has been pushing.
