(Washington, DC) — The Trump administration is issuing new guidelines that would ban most transgender people from serving in the military. The rules would disqualify persons with a history or diagnosis of gender dysphoria except under certain limited circumstances. A memo released tonight by the White House says such persons present “considerable risk to military effectiveness.” Trump issued a ban on transgender people from enlisting last August. The ban has been fought in court with Secretary of Defense James Mattis saying he would give Trump a final recommendation
