Governor Rauner is expressing some optimism about a possible end to the budget crisis. The governor says he’s encouraged by talks among state lawmakers, adding that the recently signed college funding bill was a step in the right direction. Rauner wants to approve a two-year spending plan by the end of May. He even suggested possibly paying for a special session in order to get it done.
