A state lawmaker wants more restrictions on how police can use new technology that tracks cell phones. Senator Daniel Biss introduced a bill that would require authorities to get search warrants before they can use a device called a Stingray. The Democrat says the technology can be misused to conduct surveillance on law-abiding people.
