The longer there’s no budget, the more problems there will be, is what Illinois Comptroller Leslie Munger is warning. Munger on Thursday said if there’s not a budget in place by the start of the new fiscal year in July, payments can’t be made for things like MAP grants — which were just restored in April — as well as education, lottery winnings, 911 call centers and other items. Payments that are mandated by court orders and consent decrees will continue.
