Illinois’ stopgap budget didn’t stop the suffering for many of Illinois’ social service providers. Many of the groups that take care of the state’s poor, sick, and old say they’re still waiting for money from the state. Illinois’ backlog of unpaid bills is now over seven-billion dollars, possibly on its way to ten-billion. Social service providers say they’ll continue to limp along as long as they can.
