Voters are being asked to protect tens of millions of dollars in road money in Illinois. A coalition of road builders in the state is pushing a constitutional amendment this November to put about 60-million dollars in road money into a lock box. Lawmakers in Springfield have swept the cash for years to pay other pieces of state government. The builders say the amendment is needed because Illinois’ Supreme Court says earmarks are essentially meaningless to state lawmakers.
