According to a press release from the Mattoon Police Department, Ted L. Welton Jr., age 40 of Mattoon, was arrested on Sept. 24th at 7:09 p.m. at the MPD. Welton was charged with Aggravated Criminal Sexual Abuse, and Attempted Criminal Sexual Assault. The charges allege that Welton committed an act of abuse with a person under 18 years of age, and that he attempted to sexually assault the victim as well. Welton is registered as a Sexual Predator from a 2001 conviction. He was taken to jail.
