One of Illinois’ soon-to-be former lawmakers wants to make sure people in his situation can’t easily raise taxes on their way out the door. State Representative Jack Franks is pushing a plan to require a three-fifths majority vote to raise taxes in a lame duck session. Lame duck is the few days in January between the end of one General Assembly and the start of another. Franks is leaving Springfield after the expected lame duck session in January of 2017.
