Former EIU professor Shirley Bell, of Mattoon, has announced her candidacy, as a democrat, for state representative in the 110th District. Current representative Reggie Phillips has decided not to run for a third term. Chris Miller of Oakland is the other candidate to announce his intentions to run for the seat. Miller is on the republican ticket.
