Effingham County board members passed a referendum question regarding separation of the rest of the state from Cook County. The question which will appear on the 2020 ballot asks: “Shall Effingham County collaborating discussions with the remaining 101 counties from the State of Illinois, with the exception of Cook County, regarding the possibility of forming a new state?” In addition, board members passed a resolution that says FOID cards are unconstitutional and that the county opposes laws that infringe on the right to bear arms.
