A measure designed to protect sexual assault victims is moving to the Illinois House for a vote. The state Senate passed a bill yesterday that would allow victims to report sexual assaults without fear of being arrested on outstanding non-violent warrants. Current law requires police to arrest victims who come in contact with them on any outstanding warrants, even those for minor offenses or unpaid fines.
