(Chicago, IL) — Governor Bruce Rauner outlines his budget proposal tomorrow at the State Capitol and once again is promising it will be balanced. Rauner and the Democrats who control the legislature differ on whether Rauner’s other budgets were truly balanced. Even so, he says his plan is to live within the state’s means, even as he works to roll back last year’s income tax hike. Senate President John Cullerton says he’s skeptical, and that Rauner hasn’t come close to passing a balanced budget. The state’s new fiscal year begins July 1st.
