A Mattoon man was acquitted of charges of auto theft and damage to property after being found not guilty by reason of insanity. A psychologist’s evaluation determined 37-year-old Daniel Ramsey’s mental condition prevented him from understanding what he did was wrong. He’ll be placed into custody of the Illinois Department of Human Services for treatment.
