Both Illinois Governor Bruce Rauner and the state’ largest public employee union want a judge to clarify an arbitrator’s ruling about state jobs. The sticking-point is the arbitrator’s ruling that Rauner has the right to eliminate 150 state jobs because of Illinois’ budget shortfall. The layoff are on-hold, the governor says he wants a clear ruling that he can manage the state budget. The union says not even a budget crisis is enough to break the state’s contract with workers.
