The Illinois Labor Relations Board is declaring an impasse in contract negotiations between the state’s largest employee union and Governor Rauner’s administration. The ruling handed down yesterday narrows the options for the American Federation of State, County and Municipal Employees Council to authorizing a strike or accepting the offer on the table. The union that represents 38-thousand state workers has vowed to appeal.
