(Chicago, IL) — Governor Rauner and legislative leaders are setting the framework for this year’s budget negotiations. After a meeting in Springfield, Rauner said he has only three budget requirements: a truly balanced budget, a full-year budget, and no new tax increases. Senate President John Cullerton said after the meeting that Rauner seems to agree on the need for a billion-dollar supplemental appropriation just to get through the current fiscal year. Cullerton says that will have to be added to the 15-billion-dollar hole the state’s already in. That means it’s likely election-year politics could play a role in the negotiations.
