On Friday, August 17th a fatal traffic crash occurred along Route 16 west, .26 mile west of Shelby County Road 1400 East. Today (8/22) Illinois State Police have announced the names of the individuals involved.
According to preliminary details, the crash occurred the 17th when two vehicles driven by Kelli Moon of Tower Hill, IL (unit 1) and Joshua Loy of Effingham, IL (unit 2) were both westbound. Loy attempted to pass Moon, when he noticed an oncoming vehicle heading eastbound. While slowly moving back towards the westbound lane, Moon could not stop before rear ending Loy. The collision then caused Loy’s vehicle to cross the west lanes, into the ditch, rolling multiple times before coming to a rest.
Loy was air-lifted to an area hospital with non-life threatening injuries, while his passenger, Jeremy Voris of Windsor, IL was air-lifted and pronounced deceased. Moon and her two juvenile passengers remained uninjured. Moon was cited for failure to reduce speed to avoid an accident.
