A former Effingham resident has been arrested for allegedly strangling a woman at the mental health facility where he’s being held. Gary Schmitt, who confessed to killing his father and attacking a woman and her daughter, attempted to strangle the woman from behind until she passed out. Schmitt has been charged with domestic battery causing bodily harm and aggravated battery causing great bodily harm. His bond has been set at $500,000.
