ISA Applauds EPA’s Biofuel Volume Proposal, Celebrates Incobrasa Expansion
The Illinois Soybean Association (ISA) welcomes the U.S. Environmental Protection Agency’s (EPA) proposal to fully reallocate renewable fuel volumes lost as a result of 2025 Small Refinery Exemptions (SREs) under the Renewable Fuel Standard (RFS).
“ISA appreciates the EPA and the White House for their commitment to America’s farmers and for proposing to restore 100% of the biofuel volume lost through 2025 SRE actions,” said ISA Chairman Bryan Severs, a soybean farmer from Champaign and Vermilion counties. “The administration’s strong support for domestic biofuel policies continues to provide much-needed market certainty for U.S. farmers. These policies have helped spur significant investments in soybean crushing capacity and biofuel production across Illinois and the Midwest, creating new opportunities for soybean growers and strengthening rural economies.”
Investments, like that of Incobrasa Industries in Gilman, which recently doubled its annual biodiesel production capacity from 75 million gallons to 170 million gallons, demonstrate the industry’s continued growth. The project follows the company’s recent expansion of its soybean processing operations.
Overall, maintaining the renewable fuel volumes established in the 2026-2027 Renewable Volume Obligation (RVO) rule remains a top priority for soybean farmers as they work to protect and expand domestic biofuel demand amid ongoing economic challenges.
